Where the toolkit comes from
Paperbark is run by Penny Halpin, an NDIS Lead Auditor working in certification since the first audits in 2018, and previously a Senior Manager at an Approved Quality Auditor with technical review across thousands of audit reports. The Certification Toolkit's question logic and document templates are her work, drawn from what auditors actually look for.

Got questions?
Is this the same as a 'Certification Pack' sold by other companies?
Yes, different name, same job. Most template sellers call their product a Certification Pack, which usually means a bundle of pre-written documents to download and customise. The Certification Toolkit covers the same audit scope but works differently: it's an interview-style tool that builds the documents around how your service actually operates.
What if I don't know how to answer a question correctly?
Every question comes with context explaining what auditors check, why it matters, and what good evidence looks like. The point isn't to test you, it's to walk you through the thinking, so by the time you answer, you understand the requirement. You can also change any answer later and regenerate the documents.
How do I know if I'm on the Certification pathway?
Your registration groups decide. If any of them are flagged as Certification (rather than Verification) by the NDIS Commission, you're on the Certification pathway. If you've already received your Initial Scope of Audit, it'll say which audit you need. If you haven't applied yet, the Knowledge Hub walks through it.
Why don't you use AI-generation?
AI is great for many tasks but the truth is that it still hallucinates. Compliance documents that confidently describe requirements that don't exist are a huge risk for any provider. The Certification Toolkit uses expert logic, and when the standards change, the logic gets updated.
Does it cover High Intensity supports or Behaviour Support Plans?
The Certification Toolkit covers the Core Module, which every certified provider needs regardless of the supports they deliver. The supplementary modules are separate. Module 2A (Implementing Behaviour Support Plans) is available now as its own toolkit, at $385 inc GST. Module 1 (High Intensity Daily Personal Activities) is in build; if you deliver those supports, email us and we will let you know the moment it launches.
Is the SIL Toolkit really included?
Yes. Buying the Certification Toolkit also unlocks our SIL Toolkit (normally $385) at no extra cost. It produces your Supported Independent Living policy pack, aligned to the new SIL standards, from a short set of additional questions.
What happens to my data, and can I come back to it later?
Your answers are saved to your account, and every pack you download includes a backup file of your answers. You can log back in any time to update your answers and regenerate, and you can delete your data yourself whenever you like.
What's your refund process?
A full refund is available within 14 days if you haven't downloaded the final policy manual. Once it's been downloaded the refund window closes, since the files can't be returned. If something's gone wrong, please send through an email and we'll assist as soon as possible.
