Core Module, written for one person
- Every policy carefully designed for a one-person business.
- The same Core Module Practice Standards you are audited against
- Built by an NDIS Lead Auditor
- No AI used to generate your policies
Not just the big pack with the staff bits crossed out
Working on your own affects what nearly every policy should cover. Who investigates an incident when you are the one involved? Who can a participant complain to when the person they are unhappy with is you? Who approves spending when there is nobody else to sign off? This toolkit will walk you through these questions and many more, and help you build a Policy and Procedure Manual that truly reflects how you work.
What's in the toolkit
Twenty policies and procedures covering the Core Module Practice Standards, with around 35 templates, forms and registers branded to your business. Work through the questions, download a zip file with what you need. Need to update something later? Log back in, change the answer, and easily regenerate.
Your time
Around eight hours to complete
Work through at your own pace; your progress saves as you go.
No guessing
Every section explains itself
Each section comes with context about NDIS requirements and what matters.
If you grow
Upgrade for the difference
You can upgrade to the full Certification pack if you later grow and take on workers.
What replaces the HR policies
One section about you as a worker:
- Your role, and the tasks you will and won't take on
- Your records, clearances, and expiry dates
- Your screening checks, and whether your role is a risk assessed role
- Your qualifications, and what your registration groups require
- Your training, including the Worker Orientation Module and the Code of Conduct
- Your training records, and how you keep them current
- Your supervision, arranged externally, and how you record it
- Your other work, and who covers your participants when you aren't available
What is not in it
- Recruitment and selection
- Induction and training requirements for workers
- Supervision and performance management of staff
- The staff sections of other policies: rostering, delegation, and reporting lines
If you have employees or subcontractors, even part-time, you need the full Certification Toolkit.
Where the toolkit comes from
Paperbark NDIS is run by Penny Halpin, who has worked in NDIS compliance since 2018, and previously worked as both an NDIS Lead Auditor and a Senior Manager at an Approved Quality Auditor with technical review across thousands of audit reports. The question logic and document templates are built from her experience and knowledge.
One payment, permanent access
No subscription or renewal fees. When your service changes, regenerate your documents. Your documents are yours for as long as you need them.

Got questions?
Is this a cut-down version of the Certification Toolkit?
It is the Certification Toolkit, written for one person. Every policy is worded for a business without staff, which is a different thing from the full pack with the staff pages removed. Recruitment, induction and training, supervision and performance, and the HR framework aren't included. Everything else, governance through to mealtime management, is the same Core Module content.
How do I know if this is the right toolkit for me?
If you're the only person delivering supports, and you don't have a Board or committees, this will work for you. If you have employees or subcontractors, even part-time or occasional, please consider the full Certification Toolkit, as your policies will need to cover how you recruit, induct and supervise.
Does it matter whether I am a sole trader or a company?
No. Plenty of one-person NDIS businesses are companies, and this is built for companies and sole traders. If you are the only one doing the work, it is the right one.
What if I take on a worker later?
You can upgrade to the full Certification Toolkit for $685 and will gain access to the additional staff content. Everything you have already filled in carries over, so you won't need to start from scratch.
Does it include the SIL Toolkit?
Not at this stage. If you deliver SIL supports, the SIL Toolkit is $385 and you can buy it alongside this one.
Working on my own, do I need a supervision policy?
You should strongly consider it, which is why we include it. It's important for one-person providers to have arrangements (even if this is external) to reflect and debrief about their work practices.
Why don't you use AI-generation?
AI is great for many tasks but it still hallucinates. Compliance documents that confidently describe requirements that don't exist are a huge risk for any provider. The Toolkit uses expert logic, and when the standards change, the logic gets updated.
What happens to my data, and can I come back to it later?
Your answers are saved to your account, and every pack you download includes a backup file of your answers. You can log back in any time to update your answers and regenerate, and you can delete your data yourself whenever you like. If you are inactive for 60 days we clear your saved answers, after an email reminder first. Your account, toolkit access and tax invoices aren't affected, and you can restore from your backup file.
What's your refund process?
A full refund is available within 14 days if you haven't downloaded the final policy manual. Once it's been downloaded the refund window closes, since the files can't be returned. If something's gone wrong, please send through an email and we'll assist as soon as possible.
